Vega ISD SHAC
The Vega ISD Wellness Page has been created to inform and update the public about the content and implementation of the Vega ISD local wellness policy & plan. Updates and revisions to the policy, as well as notices of SHAC meetings where the wellness policy or corresponding documents will be discussed, will be posted here.
The Vega ISD SHAC (School Health Advisory Council) was originally established in 2004 and has been a regularly meeting council since that time. The current Vega ISD SHAC meets at least 4 times per year and consists primarily of parents, in addition to the local Ag Extension Agent, the school nurse, school cafeteria manager, and the school counselor. All meetings are also attended by School Administration. Our meetings are open to the public. Students, parents, staff, and/or community members are welcome to join the council and/or attend meetings. Please see the meeting schedule below. NOTE: Any parent, community member or potential stakeholder is welcome to help participate in the development, review, update or implementation of the Vega ISD Wellness Policy. The Superintendent is the District official responsible for the overall implementation of FFA(LOCAL), including the development of the wellness plan and any other appropriate administrative procedures, and ensuring that each campus complies with the policy and plan. The Superintendent can be contacted at 806-267-2123.
Triennial Assessment: At least every three years, as required by law, the District will measure and make available to the public the results of an assessment of the implementation of the District’s Wellness Policy. This "triennial assessment" will evaluate the extent to which each campus is compliant with the wellness policy, the progress made in attaining the goals of the wellness policy, and the extent to which the wellness policy and plan compare with any state or federally designated model policies. The SHAC will consider evidence-based strategies when setting and evaluating goals and measurable outcomes. The most recent assessment was completed using the assessment tool – Well SAT 3.0. Well SAT 3.0 helps schools to score and improve their Local Wellness Policy. It has been utilized by school districts in every state across the U.S. and reflects federal law or best practices. The tool helps districts to identify strengths and areas that need improvement. Please click on the Triennial Assessment link below for the most recent results (April 2023). It is important to understand how to interpret the score. Scores should not be interpreted like letter grades, according to Well SAT 3.0 standards. Well SAT reports that a 2018 testing sample of school districts from around the country revealed an average comprehensiveness score of 54 and an average strength score of 33. What is a School Health Advisory Council (SHAC)?
The Texas Education Code §28.004 specifies that the board of trustees of each school district is required to establish a local School Health Advisory Council (SHAC) to assist the district in ensuring that local community values are reflected in the district's health education instruction. In addition, a school district must consider the recommendations of the local school health advisory council before changing the district's health education curriculum or instruction.

What are the duties of the SHAC?
The duties of the SHAC specified in the Texas Education Code §28.004 include recommending:
the number of hours of instruction to be provided in: health education in kindergarten through 8th grade; and if the school district requires health education for high school graduation, health education, including physical health education and mental health education, in grades 9 - 12;
policies, procedures, strategies, and curriculum appropriate for specific grade levels designed to prevent physical health concerns, including obesity, cardiovascular disease, Type 2 diabetes, and mental health concerns, including suicide, through coordination of:
health education, which must address physical health concerns and mental health concerns;
physical education and physical activity;
nutrition services;
parental involvement;
instruction on substance abuse prevention;
school health services, including mental health services;
a comprehensive school counseling program;
a safe and healthy school environment; and
school employee wellness;
appropriate grade levels and methods of instruction for human sexuality instruction;
strategies for integrating the curriculum components specified by above in a coordinated school health program for the district:
school health services, including physical health services and mental health services;
a comprehensive school counseling program;
a safe and healthy school environment; and
school employee wellness;
joint use agreements or strategies for collaboration between the school district and community organizations or agencies; and
strategies to increase parental awareness regarding:
risky behaviors and early warning signs of suicide risks and behavioral health concerns, including mental health disorders and substance use disorders; and
available community programs and services that address risky behaviors, suicide risks, and behavioral health concerns
appropriate grade levels and curriculum for instruction regarding opioid addiction and abuse and methods of administering an opioid antagonist.
The Texas Education Code §28.004(c)(3) specifies that the local school health advisory council's duties include recommending appropriate grade levels and methods of instruction for human sexuality instruction.
The Texas Education Code §28.004(e) requires that any course materials and instruction relating to human sexuality, sexually transmitted diseases, or human immunodeficiency virus or acquired immune deficiency syndrome be selected by the board of trustees with the advice of the local school health advisory council.
